MAI Keeps on Defying the Law and Trifling with the Firefighters: the Shameful Competition Still in Progress!
Despite all the irregularities highlighted by our journal, the competition for the position of inspector general with the General Inspectorate for Emergency Situations continues. By defying the law, our questions, trifling with the firefighters’ fate, the representatives of the Ministry of Internal Affairs are in a hurry to complete their plan: the appointment of an inspector general who should not defend the people’s rights, but should become a perfect “yes man” or “yes Ma’am”.
What is the Ministry of Internal Affairs hiding?
A lot. Otherwise, the questions asked by our journal would not have been left unanswered. Inspector general “recrutat” în condiții inexistente în fișa postului!. The MAI people have been practicing the ostrich politics with surprising outcome. In fact, it only proves that it defies the law and the Romanian citizens. Years after years the position of inspector general has been “blocked”. After the command of IGSU had been held by various officers, the MAI people seem to have decided on the right person. Or the perfect slave? Who knows? We shall probably see that soon.
When one chooses to ignore the common sense and legal complaints sent by the media, knowing that by doing this it creates cause for abuse, most certainly somebody is trying to hide something. If the year that just passed had not been so difficult for the firefighters, if their position within the Ministry, over the last eight months, had not been that of a slave, unpaid for overtime, maybe we would not have thought that the MAI people needed a “yes man” who should take responsibility and shut the firefighters down by issuing illegal orders. Or by orders via WhatsApp. Rumor has it that it is a practice. Sic! Who is going to answer for the multitude of complaints filed by the firefighters against IGSU in order to recover their money, this is a total different thing.
MAI is pushing it: the applicants’ files assessed based on the requirements not found in the job description
Up to Monday, January 7th 2019, 16.00 hours, the applicants could submit their competition files. Until January 11th, the members of the contest committee (whose chair is Dr. Raed Arafat, the same one who is the boss of the firefighters’ commander, and also head of the SMURD Foundation) could assess them.
Since the competition has not been canceled, the applicants’ files have been assessed based on the requirements published in the notice of competition, requirements that are not present in the job description published in the Official Journal and approved by the minister.
So, the ideal applicant must “already hold the authorization certificate to access classified information, have at least 12 years work experience, of which at least 7 years with the Ministry of Internal Affairs and be a graduate of university military or civil studies in one of the following majors: mathematics, nature sciences, engineering and social studies.
The job description approved by minister Carmen Dan, after the articles published by the Firefighters’ Journal, requires that : the applicant should hold/get a certificate to access classified information, have 15 years work experience, of which 15 within MAI, have university military or civil studies in numerous fields: mathematics, IT, physics, chemistry, computing science, engineering, law, administrative sciences, cybernetics, economics, finances, management etc.
Why so adamant, gentlemen?
Anyone can make a mistake. Over the years our journal signaled the “leaks” made by the MAI people when it comes to interpreting the law as they wish. See the appointment of a gendarme as the commander of the firefighters without following the Law 80, see the case of Orlando Șchiopu, the lack of payment for overtime, the case of ISU Suceava.
The minister is often the victim of some fools’ interests who might think that working in a Ministry gives them the right to commit crimes or promote their men. Why so adamant, gentlemen? The “mistake” in the competition set-up is more than obvious. Do you want to have it turned into a criminal offense?
Off-the-record, but reliable sources say that there are three officers applying for the position of inspector general. Which one of them is the favorite for whom the law is being broken? Can he be one that is humble, docile, ring-kisser and totally uninterested in the firefighters’ fate? Riddle me this!
The National Anti-corruption Department and the Military Prosecutor’s Office, the only institutions capable of shedding light in this case
Joking apart, it is high time the competent authorities reacted and discovered the motive for which, against all signals of law-breaking, the Ministry of Internal Affairs keeps on going with the competition set-up based on requirements which are not found in the job description published in the Official Journal on December 28th.
The fierceness with which the representatives of the Ministry choose not to cancel and reorganize, based on the law, the competition for the position of inspector general of the IGSU raises serious doubts as regards the hidden motives behind these actions. Taking into account all these aspects, we ask publicly that the National Anti-corruption Department and the Military Prosecutor’s Office (seeing that the applicants are military men, and there are also military men among the members of the Contest Committee) react and intervene in order to prevent future possible law-breaking that would lead to committing crimes.
